So is the question on this slide inferring that we can use the same sin building block to get non-periodic signals?

For non-periodic signals $f(x)$ defined over the domain $[a,b]$, one can interpret the function as a periodic signal by creating copies of the same signal over the entire real domain, i.e., $(-\infty,\infty)$. A more complete answer can be found here.
